How the CAP Can Support Rural Healthcare Sustainability

These challenges have intensified under H.R.1 (“One Big Beautiful Bill Act”), which introduces federally mandated Medicaid and CHP+ changes projected to increase uninsured rates, raise uncompensated care, tighten eligibility, and strain provider reimbursements. The American Hospital Association estimates that H.R.1 will cut $50.4 billion in rural hospital Medicaid funding over the next decade and could leave 1.8 million rural residents without Medicaid coverage by 2034—further accelerating service reductions, staffing shortages, and potential closures.
